Early warning is often described as a technology stack, but the hardest part is human: turning hazard science into routines that people can execute under stress. This week, the UNESCO Intergovernmental Oceanographic Commission (UNESCO-IOC) highlighted that translation challenge in a new update on a regional training programme in Bali that brought together disaster risk reduction practitioners, tsunami experts, officials and community facilitators from nine North-West Indian Ocean countries (UNESCO).

The session, held from 12–18 July, focused on training facilitators to help coastal communities work through the 12 Tsunami Ready indicators — a framework that spans risk assessment, preparedness, response and governance. Opening the programme, Engin Koncagul, Chief of Natural Sciences at the UNESCO Regional Office in Jakarta, framed it as a capacity-building effort that has to start before the sirens: “Preparedness must begin long before a tsunami occurs. By equipping facilitators with the knowledge and skills to work directly with coastal communities, we are supporting countries across the North-West Indian Ocean turn preparedness into practical action that can ultimately save lives,” he said (UNESCO).

The detail matters because “community readiness” can be an empty phrase if it is not backed by drills, signage, communications plans, and clearly assigned roles that survive staff turnover. UNESCO-IOC said the Bali training combined technical sessions with practical exercises, including the use of hazard and inundation maps, facilitation methods for inclusive community engagement, and a drill that tested how plans perform outside the classroom (UNESCO).

One of the most instructive moments, UNESCO-IOC noted, came during a field verification visit to Tanjung Benoa — an Indonesian community recognised under Tsunami Ready. Two school leaders, Ni Wayan Werti and Luh Sri Sudarmini, described how repetition changes behaviour: regular drills at school and in the community helped students become more confident and less fearful of tsunamis and earthquakes, and they credited close collaboration between government, local disaster risk reduction forums and residents for making the difference (UNESCO).

While the article is squarely about tsunami preparedness, it also speaks to a wider shift in ocean governance: decisions are increasingly being made under non-stationary conditions, where the past is a weaker guide to the future. That same premise is now moving into U.S. fisheries management workflows. In a separate NOAA update on the Northeast Shelf “State of the Ecosystem” reports, the agency said its 2026 products include the first operational seasonal and decadal ocean forecasts for U.S. coastal fisheries regions — an attempt to provide decision-makers with forward-looking environmental context (NOAA via Perishable News).

For managers, the point is not prediction for its own sake; it is risk management over multi-year policy windows. Megan Ware, a member of the New England Fishery Management Council, said that as specifications shift toward longer time horizons, the impacts of decisions “are now longer lasting,” and that delivering ocean forecasts gives councils “more tools at our disposal to make better decisions that span multiple years” (NOAA via Perishable News).

NOAA’s note also emphasised the machinery behind those forecasts: scientists used predictions from the Modular Ocean Model version 6 (MOM6), developed by NOAA’s Geophysical Fluid Dynamics Laboratory, and integrated them into an ecosystem-based fisheries management product for the first time (NOAA via Perishable News). In practical terms, the forecasts aim to flag when conditions may swing back toward warmer bottom temperatures later in the year, when the uncertainty bands widen, and how new observations should refresh expectations as conditions evolve.

Dr. Joseph Caracappa, a research fisheries biologist at NOAA’s Northeast Fisheries Science Center and a lead editor of the reports, described the intent in plain terms: “By including ocean forecasts in our State of the Ecosystem reports, we are providing scientists and managers with information that allows them to consider future environmental impacts on marine resources and ultimately be more informed on decisions” (NOAA via Perishable News).

Seen together, the UNESCO-IOC training and NOAA’s forecasting push underline the same operating reality for coastal societies: the quality of outcomes depends on how well institutions blend data, decision frameworks and repeatable practice. The next frontier is scale. UNESCO-IOC said participants in Bali ended the programme by developing facilitation plans to support pilot communities in their home countries, contributing to a goal of increasing Tsunami Ready coastal communities worldwide by 2030 (UNESCO). NOAA, for its part, framed its new forecast integration as a collaborative success and a step toward expanding similar tools to other U.S. regions over time (NOAA via Perishable News).
